The primary function of the Community Sanctions Center is to provide Pre-Release inmates the opportunity to successfully transition back into the community and to serve as a custodial facility for those who were referred as a Direct Court or Condition of Probation Commitment case.  In conjunction with United States Parole Officers and the Federal Bureau of Prisons, McLeod Center works to help clients transfer from inmates to probationers.
Placement at the CSC will involve an initial evaluation and adjustment period.  Each case is reviewed by the Program Review Team consisting of the United States Probation Officer, the Bureau of Prisons, the CSC Director and Case Manager. Each client is required to meet with the PRT during this classification period. 
The client’s progress will be evaluated on a regular basis, and movement in the community will be based upon previous history and current progress.  Activities and/or privileges are earned by adhering to the rules and regulations.  This includes following the conditions set forth by the Individual Program Plan that is created by the client working in conjunction with a Case Manager during the first week.  
If the client is referred as a Condition of Probation or as a Direct Court Commitment, s/he will be placed in a more restrictive component.  
Services offered by the CSC include: 
Aiding in employment preparation
Individual counseling
Substance abuse and mental health treatment
The Life Skills Program, which teaches offenders basic skills, such as parenting, budgeting and health issues
